Typically it's because the player signs in one place, the paperwork is then sent to the parent in another place, and then it gets sent to the school.

Two UALR signings announced, one more on the way
UALR officially announced two signees yesterday in College of Southern Idaho's James Reid and Southwest Tennessee's Jerron Washington. That means they've received all the signed paperwork on both players. But another signed yesterday and it will likely be just a matter of time before it's announced. Washington's teammate Andre Brown also signed with UALR (as expected). This is from his coach Jerry Nichols.
