ESPN's Charlie Creme lists UALR, but seeding is suspect at best

We don't get ESPN's Charlie Creme.
He's listed his latest Bracketology, predicting the field for the NCAA Women's Tournament. You can find it at this link:
http://espn.go.com/ncw/bracketology
He's got UALR as the Sun Belt champion and a No. 13 seed. And he's got Middle Tennessee as an at-large and a No. 11 seed.
Here's the problem. If he thinks UALR is the best team in the Sun Belt (he lists them as the champ), wouldn't they get a better seed than the team (Middle Tennessee) he thinks is the second best team in the Sun Belt? The only way this makes sense is that he thinks Middle Tennessee is first in the Sun Belt during the regular season and UALR upsets Middle Tennessee in the Sun Belt Tournament. That's entirely possible, but it's not what he's saying.
Then again, Creme's track record isn't great. He didn't think there was any way UALR would get an at-large NCAA Tournament bid last year. They did, beating Georgia Tech in the first round.
Creme has UALR playing Iowa in the first round at Shreveport. He has Middle Tennessee playing Notre Dame at Charlottesville, Va. And interestingly, he's got Arkansas-Fayetteville as a 7 seed playing 10 seed Penn State on Penn State's home court.
